This only happens because we tried to backport a fix downstream, and
upstream has chosen not to backport this fix.
Closing as this should not affect upstream.

This is described in

Basically, the fix for
https://bugzilla.redhat.com/show_bug.cgi?id=1541142 was backported to
pike and queens and included the migration script #22 (renamed to #17
and #5)
On upgrade, we attempt to run script again, and fail because the
script is not idempotent.
