The docs are correct. We list the compute services first to make sure
the service has started and created an entry in the database. Then we
discover_hosts, because you can't discover the host until it's
registered itself (specifically the compute_nodes record) in the
database.

This bug tracker is for errors with the documentation, use the

In below section "Add the compute node to the cell database", number 1
is printing nova service for compute node, then number 2 is
discovering compute node (and include it in nova service element).
This is confusing; if we do like this, the result of number 1 will not
show new compute. *This is inaccurate.*
Suggestion:
It should be, number 2 (perform discovering compute node), after that do
number 1 (shown nova service compute node).
