Looks like the [neutron] section of nova.conf used by the nova-api
service is not configured properly.

Tried to Launch and Instance within devstack.
I used a DSL .ISO file with m1.tiny flavor.
Once I clicked "Launch Instance" (it was solid blue therefor should
have worked) it threw this error.
