Since there is no top-level consumers resource in the placement API I'm not sure how much internal machinery we want to document in the reference. This came from a comment I had in a nova change that mentioned it - and I'm mostly concerned about nova making assumptions about how the internally undocumented behavior of placement works today but might not work in the future.
