Public bug reported:

When an instance creation is triggered, if for some reason nova-compute service 
is shut down during the instance creation, the creation will be stopped and put 
in error state after the service is started again. This should not happen when 
the service is stopped gracefully.
I am using queens release.
This issue is seen while working with vSphere.
For the networking I have Neutron with vmware-nsx plugin enabled.
