While the a movie file is playing with Videos on the external monitor, perform
maximization, minimization the movie window. Find the Videos window show
garbage.
Expected Behavior:
Perform maximization/ minimization the movie window can't show garbage.

Steps to Reproduce:
1. Plug the "USB Type-C to HDMI" Dongle to the "USB Type-C" port on the SUT and
then plug the external monitor via the HDMI cable to the other end of the
dongle and turn the monitor on;
2. Play a movie file on the monitor, perform maximization, minimization the
movie window. Find the windows show garbage-->problem(refer to .mp4)
