All neutron-tempest-plugin-api jobs for stable/queens fails

Bug description:
All runs of neutron-tempest-plugin-api job for stable/queens branch in
neutron fails.
It is because we have in neutron defined to run jobs from
neutron-tempest-repo which uses master branch. In Queens there are missing some
extensions and some API tests are failing then.
Solution is to use neutron-tempest-plugin-jobs-stable template from
neutron_tempest_repo in neutron/.zuul.conf file in stable/queens
branch
