Fix bug that causes failure due to reporting ready using torn down

Bug description:
When Azure reports ready after reprovision, we use a torn down lease,
causing several minutes of retry and ultimately failure. Get new lease
using ephemeral dhcp when reporting ready, or reuse the existing lease
without tearing down the ephemeral nic.
