i think this issue should be closed, as a cause of the problem described
in 2014-02-28 is no longer existed now or more precisely in two 2017 by
Diana in commit: 19e62b3cc5377b294cf1939c0ba234320548ef1e

In project overview page, horizon is considering non-active instance
(shutoff/suspended) as "active" instance

Bug description:
In horizon overview project page, there is a line saying:
Active Instances: # Active RAM: #GB This Period's VCPU-Hours: ##.##
This Period's GB-Hours: ####.##
The problem is on Active instances and active RAM, horizon is
considering in this count VM instances with non-active states like
shutoff and suspended.
Maybed the description could be changed removing the "active" to avoid
any misunderstanding from customer.
