Delete Rule (security groups) and Release Floating IP don't have
confirmation modal

Bug description:
Every dangerous action I've come across requires confirmation via a
modal.
However when managing security group rules you can "Delete Rule" and
it deletes without confirmation: Network Topology -> Security Groups
-> Manage Rules -> Delete Rule
Additionally, "Release Floating IP" has the similar behavior: Network
-> Floating IPs -> Release Floating IP
