Glance doesn't allow to change image type for uploaded images
Steps to reproduce:
1. Create image via horizon with format qcow2 (for example)
2. Try to edit image to format raw for example
Expected result: image format field is disabled if an image is not in
queued status
Actual result: log off horizon
