There is not anything actionable for cloud-init here. It feels like this
is an environment and cofiguration problem but there is nothing that
provides contexts on the cloud-init issue you see here.

after successful cloud init configuration with managing snap account,
device still presents console conf
this used to work some time ago but seems to be broken again
