Bug description:
CloudFormation introduced per resource metadata allowing configuration
data to be passed from templates. This is currently implemented by
Amazon's cfn-init tool and would be beneficial with cloudinit as well.
Pros:
metadata can be modified
it allows using one user_data file for all stack machines
