Public bug reported:
When a file uploaded to a container exceeds a user quota set in radosgw,
the Horizon bug simply says the upload failed. This bug should mention
that it was a result of the quota being exceeded.
Cloud is configured with radosgw managing a swift cluster, global quotas
are set to 1, and the user quota for the radosgw user for the project is
enabled and configured.
The bug merely states: "Error: Unable to upload the object."
