Public bug reported:
VNC connections from horizon were not working, console-ssl-cert and
console-ssl-key are unset in n-c-c, yet "openstack console url show" is
returning.
Once SSL certificates set up for VNC access the console worked.
Perhaps related to any sort of patching that may have affected nova
providing https urls instead of http urls when that value was not set.
Going forward, the next charms would fix it, but should be aware that
it's a hazard.
