When stop(deallocate) and then start a RHEL 7.5 VM, cloud-init cannot
mount /dev/sdb1 to /mnt.

Bug description:
When stop(deallocate) and then start a RHEL VM, cloud-init cannot
mount /dev/sdb1 to /mnt.
You see this error:
