overview：
while i was running horiozn locally in mac osx with a virtual environment of
python3.7 . everything went ok. and like below:

Django version 2.0.10, using settings 'openstack_dashboard.settings'
Starting development server at http://127.0.0.1:8000/
Quit the server with CONTROL-C.

but when i use a browser to browse the http://127.0.0.1:8000/ it
failes with error message:
UnknownTimeZoneError at /
'Asia%2FShanghai'
