Public bug reported:
When live migration vm, qemu will send garp 5 times when finish.
Vm port tag default is 4095. neutron-openvswitch-agent will spend some time to
configure vm port tag.
If qemu send garp before neutron-openvswitch-agent set the port tag, these garp
will lost.
In my environment, This bug always happen. Does anyone encounter this?
