Public bug reported: I am following this document for the Horizon development environment. When I run 'tox -e runserver' everything works fine but 'Domain' panel is missing under identity panel however, it is visible in my devstack setup.
Steps to Reproduce: 1. Deploy OpenStack using devstack. 2. clone horizon repo https://opendev.org/openstack/horizon 3. Enter your devstack keystone url in 'OPENSTACK_KEYSTONE_URL' variable in openstack_dashboard/local/local_settings.py file. 4. Run tox -e runserver 5. Go to identity Panel. 6. Domain panel under Identity is missing.
