Nova send notification to Ceilometer, if enabled notification mechanism.
We use HTTP as Ceilometer data publisher, the notification will send to user
web.
In some situation, compute nodes will have insufficient compute resources to
create instance.
but we get a create.error message before raise RescheduledException, though the
instance will reschedule to
other compute nodes and build successful.
This will be confusing and not friendly for users. Not sure we really
need to send notification before reschedule the instance.
