Bug description:
  
  - [X] This doc is inaccurate in this way:
  For the Ubuntu version, the editing of the /etc/keystone/keystone.conf there 
is no [token] stanza. The setting; provider = fermet is under a [credential] 
stanza. It is commented out by default.

  Ubuntu 18.04 LTS and the keystone package used is: 
  keystone:
    Installed: 2:15.0.0-0ubuntu1~cloud0
    Candidate: 2:15.0.0-0ubuntu1~cloud0
