In change https://review.opendev.org/#/c/661065/ we stopped
compiling openvswitch from source, which was always doing
a reload of the kernel module. We've seen in some cases
the module isn't loaded, we need to change to always load the
module unconditionally to avoid this.
I'm working on a patch already, and it will need to go to the stable
branches as far as queens.
