The string "Total Active RAM (MB)" is actually saying "(GB)" in
Japanese.

Verified in OpenStack Horizon:
- 10.0.2 eol Newton
- 13.0.2 Queens
Steps to reproduce:
0) Login to Horizon
1) Set the language to Japanese
2) Visit http://<your-cloud-url>/dashboard/admin/
3) Click the button to download the CSV (since the interface should be now in
Japanese, look for "サマリー (CSV) のダウンロード")
4) Open the file and notice the fourth line is displaying (GB) as unit of
measure

Using English: `Total Active RAM (MB):`
