Bug description:
Customer's deployment failed due to the following error:
Note that while the deployment seemed to continue OK after that, that was due
to the Azure datasource checking for an existing ovf-env.xml file in the event
it failed to find the ISO to mount. In this image there was a stale ovf-env.xml
file on the disk and hence Cloud-init continued on.
