Public bug reported:

I used OpenStack Newton on aarch64 platform. After backporting patches support 
for aarch64 from
OpenStack upstream, I created instance with cirros-0.4.0-aarch64-disk.img, the 
instance could be active, but guest system didn't boot up. I tried to remove 
acpi from libvirt config, the guest system could boot up, but I got a new 
problem: vnc console on dashboard was failed, the screen printed "Guest 
disabled display".
