horizon does not activated in default devstack

- [x] I have a fix to the document that I can paste below including
correction.
In the
local_conf(https://docs.openstack.org/horizon/latest/contributor/ref/local_conf.html)
example in DevStack, It says Horizon came in by default. But it is
not.
You should enable the horizon.
So I have been using horizon with this:
ENABLED_SERVICES=rabbit,mysql,key,horizon
I am not sure all of the above listed services if needed. But I am
sure if you want to use horizon, you must enabled in horizon.
