Public bug reported:
on FreeBSD, http://man.freebsd.org/passwd and NetBSD
https://netbsd.gw.com/cgi-bin/man-cgi?passwd+1+NetBSD-current `passwd
-l` restricts passwd's actions to local databases.
(OpenBSD's passwd takes *no* options)
to lock an account on FreeBSD, we have to use `pw lock <user>`.
