Bug description:
When a gateway router was located to a chassis, then the following
functionalities
introduced by extension 'l3_agent_scheduler' are unable to use:
1. add_router_to_l3_agent
2. remove_router_from_l3_agent
3. list_routers_on_l3_agent
4. list_l3_agents_hosting_router
For OVN l3 plugin these functions can be:
1. add_router_to_chassis
2. remove_router_from_chassis
3. list_routers_on_chassis
4. list_chassis_hosting_router
So, a new extension for L3 ovn plugin seems now needed.
