Bug description:
neutron.tests.tempest.scenario.test_floatingip.FloatingIpSameNetwork and
neutron.tests.tempest.scenario.test_floatingip.FloatingIpSeparateNetwork are
failing on every patch.
This trace is seen on the node-2 l3-agent.
