Bug description:
tempest.api.compute.admin.test_volume_swap.TestVolumeSwap.test_volume_swap
fail in the XenProject CI loop with:
Details: volume d3c365b1-e7b9-4edd-a769-8a0404fb43c8 failed to reach
available status (current in-use) within the required time
I could find in the log screen-n-cpu.log:
ProcessExecutionError: Unexpected error while running command.

But I'm not sure what the test is doing at this point. Maybe a volume
is not ready because the test machine is slow?
