Create a domain, projects, users, and roles in keystone

Bug description:
[root@controller admin]# openstack domain create --description "An Example
Domain" example
Failed to discover available identity versions when contacting
http://controller:5000/v3. Attempting to parse version from URL.
Internal Server Error (HTTP 500).
Note: I checked and found the httpd service is active by
#ss -tupan | grep "5000\|35357"
