The alpine distribution plugin (
https://github.com/TBK/aports/blob/master/testing/cloud-init/alpine.py ) relies
on the eni default renderer. The eni default render was changed to always emit
an address/cidr format and remove the netmask line as part of
https://github.com/canonical/cloud-init/commit/d00da2d
However, Alpine relies on busyboxy's ifup command, which requires the netmask
line per https://git.busybox.net/busybox/tree/networking/ifupdown.c
Can the netmask option be added back in? The docs already indicate that
the address can contain the cidr netmask, so it seems logical to emit
the netmask line if the user has specifically provided a value for it.
