  RFE: option to overwrite allocations for instances

Bug description:
  Add an option to overwrite allocations for instances which already
  have allocations (but the operator thinks might be wrong?);

  this would probably only be safe with a specific instance.

  This is mentioned as TO-DO in nova/cmd/manage.py Line 2126
