Bug description:
"Edit Port Security Groups" option is visible to all roles on
instances in the Project section.
Horizon user with all roles has "Edit Port Security Groups" action
available in the Project -> Compute -> Instances tab. It should be
visible only to the roles defined in the Horizon policies.
This issue is reproducible on Horizon stein.
