Public bug reported: During deployments of bionic stein on the same hardware; the deploy bundle step (the step this deployment is on) completes in about 2 hours 20 min. On this deployment of bionic ussuri; keystone started updating endpoints about 2 hours after the unit came up; and spent the following 1 hour and 45 min updating endpoints.
