Public bug reported: Upper version of oslo.service in Train is 1.40.2. During the pip installation, pip package module is not honoring the maximum version defined in requirements.upper-constraints and is installing latest version, 2.3.2 [1].
This version of oslo.service requires eventlet 0.25.2, but maximum version in Train is 0.25.1. Let's limit oslo.version in neutron.requirements until we find the error in the pip installed (if this is an error). In previous CI jobs, the oslo.service version is the correct one [2].
