To add support for defining Glance Image quotas - similar to what
user_storage_quota defines under Glance API - but in a per-project fashion.
This comes handy to define strict/loose quota restrictions, depending on
the importance/demand of a project, among other rules/statements.
[Environment]
Bionic-Stein, but would apply to any supported combination of Ubuntu and
OpenStack.
[Workaround]
None at this time. Customer has been informed of the limitation on using
user_storage_quota, being user-wide.
