Calling of volume_api.create_snapshot_force() should pass the
parameter of extra image metadata.

Bug description:
I created an instance from volume, then I created a instance snapshot by
volume backend. I discovered that the extra image properties is not passed to
the volume api's function，and this volume's snapshot metadata is missing in
cinder database.
This parameter should be passed to the function of create_snapshot_force(),
when creating an instance snapshot by volume backend.
