Starting recently, this voting check job fails 100% on stable/train branch,
for example with:
https://review.opendev.org/#/c/749955/
Failed test is
neutron_tempest_plugin.scenario.test_metadata.MetadataTest.test_metadata_routed
From https://review.opendev.org/#/c/750355/ this test should be
skipped before victoria. It is skipped properly in neutron-tempest-
plugin, and I think in networking-ovn, but not neutron stable/train
(checking for ussuri).
