dhcp option 12 should be possible to be used with cloudinit too

Bug description:
I use cloudinit with proxmox with an ubuntu 20.04 cloudimage.
The host is set to dhcp and the netplan is configured.
But the option 12 setting from the dhcp server side with the hostname is
ignored and the instance get the name provided by cloudimage and not dhcp
option 12
