After longer thinking about it we think that network's mtu should be 4
bytes smaller than physnet's mtu in case when transparent vlan is
enabled for network. I will continue work on that improvement.

Title:
MTU for networks with enabled vlan transparency should be 4 bytes
lower
Status in neutron:
Confirmed
Bug description:
For networks when VLAN transparency is enabled, mtu value returned by get_mtu
should be lower by 4 bytes to make space for that additional vlan tag which is
added by the VM.
The problem here is that get_mtu() method in the type drivers currently only
gets physical_network as parameter so there is no way to check if network has
or hasn't got vlan_transparency enabled.
