The link https://docs.openstack.org/neutron/queens/install/controller-
install-option1-ubuntu.html tells to configure type_drivers of the ML2
plugin (/etc/neutron/plugins/ml2/ml2_conf.ini) as:
[ml2]
# ...
type_drivers = flat,vlan
I was just able to solve the problem when added the "local" to the
type_drivers options. I think the documentation should be updated.

I am using this guide
https://docs.openstack.org/neutron/queens/install/ to install Neutron
on an Ubuntu 18.04 VM. I carried out all the steps in the following
link: https://docs.openstack.org/neutron/queens/install/controller-
install-option1-ubuntu.html . Then, in the final steps to restart the
services (https://docs.openstack.org/neutron/queens/install
/controller-install-ubuntu.html), I am facing problems.
Here is the log:
2021-01-28 11:47:11.420 25612 ERROR neutron.plugins.ml2.managers [-] No type
driver for tenant network_type: local.
