GRE tunnels over IPv6 are created in wrong way

Bug description:
For GRE tunnels created using IPv6 addresses tunnel_type configured in OVS
should be "ip6gre" according to OVS docs:
https://docs.openvswitch.org/en/latest/faq/configuration/
Currently neutron always sets "gre" as a tunnel type and for IPv6 tunnels
it's not working.
