Bug description:
When I try to enable fwaas_v2 with Q_AGENT=linuxbridge, I've got the
error as below:

Currently, firewall l2 agent extension is work with openvswitch agent.
So shall we make firewall l2 agent extension is compatible with
linuxbridge agent?
