Nova-api intermittently gives timeout error when connecting rabbitmq

Bug description:
Nova-api which is working behind uwsgi intermittently gives timeout error
when connecting rabbitmq. I changed heartbeat_timeout_threshold from 60s to
120s and 180s and it doesn't change anything about timeout errors. I also make
performance tuning on rabbitmq both kernel parameters [1] and rabbitmq.config
[1] but this also doesn't change anything about timeout errors. I doubt about
nova, uwsgi and eventlet doesn't work correctly together. I am sending log
