In Project -> Volumes -> Volumes page, the "Launch as Instance" action
for a volume opens a "Launch Instance" dialog. However, this dialog is
just a basic one, all fields are empty, and users have to pick the
volume as a boot source explicitly, which ruins the whole idea of having
this action at the Volume table.
