This seems to be basically the same bug as
https://bugs.launchpad.net/neutron/+bug/1890432 but with
https://review.opendev.org/c/openstack/neutron/+/774256 applied, this is
why I'm reporting a new bug instead.
This test has been done with neutron stable/ussuri checkout from
