Public bug reported:
ovn metadata agent no longer writes to southbound database since
https://review.opendev.org/c/openstack/neutron/+/791997/ so there
doesn't seem to be any reason to keep connection with ovsdb cluster
leader, and we can connect to any cluster member instead. This will
decrease load on the leader, especially when leader changes.
