openstack instance cold migrations failed with 'Unable to replace instance
claim on source', it's
being blocked by source node allocations when source node is overallocated
It doesn't make sense to block the migration when source node is overallocated.
It should allow the migration as long as the target node have enough capacity
to hold the instance
