tests: integration tests need to use cloud-init daily-deb version of
tests

Bug description:
Currently, cloud-init integration tests run using the cloud-init deb in our
daily-deb PPA[1].
But our CI runs integration tests from tip of cloud-init master[2] via a git
clone.
If integration tests are affected by changes in tip, there will be a 1
day window until the daily ppa is rebuilt where tests results will
report invalid breakage. We need to make sure we are running
integration tests from the daily ppa's deb to avoid this race.
